Bluff catcher
A bluff catcher is a hand that beats everything your opponent could be bluffing with and loses to everything they would bet for value, so calling is only right when they are bluffing often enough.
What makes a hand a bluff catcher is the opponent range, not the cards. The same pair is a bluff catcher against a player who bets big with nothing and a straightforward fold against one who only bets when they have it.
Because it beats no value hand, improving the hand does not help. Second pair and third pair are equally good bluff catchers if neither beats a single hand that bets, which is why the decision comes down to a frequency rather than to a card.
